COLLEGE PARK, Md. (Jun. 4, 2026) – The Center for Social Value Creation is highlighting new research by full-time MBA student Anton Steshenko, MBA ’27, that explores innovative approaches to financing local infrastructure and climate-related projects through public-private partnerships and sustainable finance mechanisms.
Steshenko recently published Rethinking Municipal Financing: A Hybrid Institutional Capital Model for Local Infrastructure Development on the Social Science Research Network (SSRN). The paper examines how green banks, blended finance structures, and public credit enhancement tools can help mobilize institutional capital for infrastructure investments while addressing sustainability and community development goals.
The research proposes a Hybrid Institutional Capital Model (HICM), a framework designed to connect local infrastructure needs with large-scale institutional investors such as pension funds and insurance companies. By combining public and private financing tools, the model aims to increase investment in projects that support economic growth, climate resilience, and long-term community impact.
Drawing on examples from the Connecticut Green Bank, Montgomery County Green Bank, and international infrastructure finance initiatives, the paper argues that innovative financial structures can help bridge funding gaps that traditional municipal financing approaches often struggle to address.
The study has begun receiving recognition within the infrastructure finance community, including a feature in P3 Bulletin and an invitation for Steshenko to discuss the research on an upcoming infrastructure finance podcast.
Steshenko’s work reflects the Center for Social Value Creation’s commitment to advancing innovative solutions to complex societal challenges. By exploring new models for sustainable infrastructure investment, the research contributes to broader conversations around social impact, climate finance, and the role of business in creating long-term value for communities.
