May the Force Be With San Francisco or Los Angeles

SMITH BRAIN TRUST — A bidding war has started between San Francisco and Los Angeles for a new George Lucas art museum. Two professors at the University of Maryland's Robert H. Smith School of Business explain the economic principles involved, based on a recent Baltimore Sun column by Rajshree Agarwal and a 2014 procurement study by Tunay Tunca.
