In 1978 Dr. P. Roy Vagelos, an executive at the pharmaceutical company Merck, was presented with a tough decision. One of his researchers had discovered a potential cure for African River Blindness, a disease that caused intense itching, skin deformation, and blindness. At least 18 million people in the third world were infected with the disease and an estimated 85 million people were at risk for the disease. Dr. Vagelos knew that developing and testing the drug could cost tens of millions of dollars and that few of the people stricken with African River Blindness would be able to afford it.
