The Center for Financial Policy at the
University of Maryland’s Robert H. Smith
School of Business will launch this fall
with two upcoming events at the center's
headquarters in the Ronald Reagan Building &
International Trade Center, Washington, D.C.

Distinguished Speaker Series
Dr. Henry Kaufman
Dr. Kaufman will discuss his new book, “The
Road to Financial Reformation: Warnings,
Consequences, Reforms.” The book examines
the causes of financial meltdowns during the
past half century before offering a cogent
and compelling analysis of today’s upended
financial markets and what must be done to
effect realistic reforms going forward.

Executive Compensation: Practices and
Reforms
Kenneth Feinberg, Special Master for
Compensation, U.S. Department of the
Treasury
The roundtable will explore the rationale
and practices for existing executive
compensation structures as well as explore
various alternatives for reform in view of
policy and legislative proposals by Congress
and the administration. This event brings
together leading academic, government, and
industry practitioners to offer insight and
propose solutions to one of today's most
pressing financial policy issues.

Value Creation
Center to Kick Off with Inaugural
“Leadership for a Better World” Event in
Washington, D.C.
The Smith School's Center for Social Value
Creation launched last week with an event in Washington, D.C., that
explored how leaders create, build and
sustain organizations for social impact
while meeting business goals. The center’s
priority is to engage students in courses
and experiential learning programs to enable
them to become global leaders who understand
how to use business as a vehicle for both
economic prosperity and transformative
social change, and to support faculty
research in related areas.

Smith Partners with Peking University for
China Business Plan Competition
The Dingman Center for Entrepreneurship
announced the launch of the 2010 China
Business Plan Competition, in partnership
with the Guanghua School of Management at
Peking University in Beijing. Students from
both universities have the unique
opportunity to learn about entrepreneurship
and collaborate to come up with business
ideas working virtually across continents,
then compete together in China for prize
money.

Smith School Welcomes its Newest
Undergraduates
with the Ernst & Young Freshman Fellows
Orientation Program
The University of Maryland’s Robert H.
Smith School of Business hosted its
first-ever Ernst & Young Freshman Fellows
Orientation Program. The company’s generous
$250,000 gift to the Smith School in June
2009 created the orientation program and
endowment, and produced two days of
team-building, top-rate keynote speakers and
seminars, and real-life ethics training for
the freshmen in attendance. Ernst & Young
has a 30-year relationship with the Smith
School, with their giving totaling over $1
million, including construction of an Ernst
& Young classroom and the establishment of a
student scholarship.

Excellence Awards
Brian Horick, director of academic advising
in the Smith School's undergraduate programs
office, and Dianne Fox, coordinator for the
Logistics, Business and Public Policy (LBPP)
department were the first recipients of the
Smith School Staff Excellence Awards,
presented last spring. Congratulations to
Brian and Dianne for their outstanding

UNIVERSITY UPDATE
University of Maryland Has $3.4 Billion
Impact on State
The University of Maryland's annual economic
impact to the state is over $3.4 billion,
supporting over 23,000 jobs, according to an
independent report. The report documents the
University's role in attracting more than
one million visitors annually; helping to
grow small businesses throughout the state;
winning hundreds of millions of dollars in
research and development grants; developing
the area's largest research park; training
Maryland first responders; and graduating
the state's largest number of scientific,
business, life science, engineering and
technology students.

Twitter Not Helping Congress Connect
with Citizens, Study Finds
A new study by University of Maryland
researchers finds a growing use of Twitter
among members of Congress, but that the
purpose and content of their messages fall
short of improving government transparency.
House and Senate members were using the
social media platform mostly to promote
themselves, rather than engage in dialogue
with constituents and the public at large,
the study finds.

UM Establishes New Honors College
In an effort to attract the state's best and
brightest high school graduates and further
enhance the quality of undergraduate
education, the University of Maryland has
established the Honors College -- a set of
living-learning programs for students with
exceptional academic talents. The program
incorporates existing honors programs such
as GEMSTONE, University Honors and Honors
Humanities with new programs in
Entrepreneurship and Innovation and Digital
Cultures and Creativity.

Poverty Increases, and Reality May Be
Worse Than Reported
This September, the U.S. Census Bureau
reported one the largest annual increases in
poverty ever, adding four million to the 37
million Americans already living under the
poverty line. But the official measure fails
to capture the massive job, income, and
wealth losses among the lower-middle and
middle classes, says University of Maryland
poverty expert Douglas J. Besharov, a
professor of public policy and director of
the Welfare Reform Academy.

Setting CEO Pay – Executive

In 1980, the average CEO’s
compensation was about 42 times what
the average worker was paid, and by
2007, CEOs received about 344 times
the average worker salary. There’s a
debate over whether this ballooning
of executive compensation is a
failure of corporate governance,
evidence of abuse of power, or just
a reflection of market forces --
that top CEOs must be paid top
dollar, or they’ll take their
(presumably irreplaceable) talents
to other organizations. But how do
companies arrive at these
astronomical sums?
In this edition of Smith Business
Close-Up with the University of
Maryland’s Robert H. Smith School of
Business, Michael Faulkender,
assistant professor of finance,
shares his findings from research
into executive compensation
practices and how firms decide what
to pay their CEOs.
Faulkender’s research focuses on
empirical corporate finance,
primarily in the areas of capital
structure, risk management,
corporate, liquidity, and executive
compensation. His research has
received recognition and awards from
top academic journals and he has
been awarded a research grant from
the FDIC Center for Financial
Research, which was accompanied by
an appointment to serve as a fellow
of the center during the term of the
grant. He is a member of the
American Finance Association, the
Western Finance Association, and the
Society of Financial Studies.

Ken Smith Honored with Prestigious Fellowship
Ken G. Smith, Dean’s Chaired Professor of
Business Strategy, was elected as a fellow of
the Strategic Management Society. He is among
only 44 fellows in the history of the society
and the first Smith School faculty member to
receive the honor. The Strategic Management
Society Fellows Group recognizes and honors
members of the academic society who have made
significant contributions to the theory and
practice of strategic management. The group
provides opportunities for collaboration and a
forum for discussion among top academics in this
area named as fellows.
