Topic: Pricing Pressures vs. Increased R&D costs: A Balancing Act for BioPharma Corporations

The pharmaceutical industry represents one area where the free markets and public policy intersect very heavily. The emergence of free trade and socialized medicine in some parts of the world has produced downward pressure on the prices of new drugs. To what extent is the American consumer subsidizing people’s pharmaceuticals all over the world? What recourse is there for the US government to level the playing field so that American consumers are not shouldering so much of the burden? What is a reasonable expectation for the World Health Organization (WHO) to have for the pharmaceutical industry in terms of alleviating health crises? What steps do pharmaceutical companies need to take to communicate their interests to the public, while also being responsible global citizens?

JOHN A. GRAHAM : Panelist
Principal, Health Sciences Advisory Services, Life Sciences Solutions, Ernst and Young

Mr.Graham is a Principal in Ernst & Young’s Health Sciences Advisory Services responsible for Life Sciences. He brings over 20 years of experience in the Pharma/Biotech arena. Mr. Graham’s professional experience includes various sales and marketing, general management and consulting roles within the sector.

Prior to joining Ernst & Young in 2003, Mr. Graham served as a Managing Director and Vice President for Genzyme in Germany. Previous to Genzyme, John worked in numerous positions at Aventis Pharmaceuticals. While working for Aventis, John was Vice President in Global Marketing responsible for the commercialization of key global brands in the fields of diabetes, cardiovascular, and oncology. John held responsibilities related to the critical commercial activities surrounding the R&D pipeline and pre-launch activities, negotiated multiple licensing arrangements, managed early and late stage alliances. John has also held responsibilities in sales, sales management, and country management. John has acted as an advisor to the to the Aventis Board with regards to commercial operations, and implemented corporate strategic decisions within Latin America.. John has lived and worked extensively in Europe, Latin America, Asia and the United States. He served as the Vice President of Business Transformation, Vice President in Global Marketing, Regional Head for Latin America and Head of Sales & Marketing in Mexico.

John received his B.Sc. in Biochemistry from the University of London’s Imperial College of Science and Technology, and is an Associate of the Royal College of Science. He is fluent in German and Spanish.

JERRY PARROTT : Panelist
Vice President, Coporate Communications and Public Policy, Human Genome Sciences

Jerry Parrott joined Human Genome Sciences in July 2001 as Vice President, Corporate Communications and Public Policy. As Principal of Policy Advocates, Inc., from 1995-2001, Mr. Parrott’s clients included a number of leading biotechnology, pharmaceutical and technology companies, including HGS. He previously held senior policy and corporate communications management positions with Bristol-Myers Squibb Company (1979-1995), American Hospital Supply Corporation (1976-1979), and Walgreen Company (1973-1976). Mr. Parrott has helped launch several important therapeutic products, including: Zenapax, the first genetically engineered drug to reduce risk of organ rejection; VIDEX, the second anti-AIDS drug; Taxol, the breakthrough cancer drug; Nuprin, the first nonprescription ibuprofen; and Comtrex, the nonprescription cough-cold medicine, among others. Mr. Parrott is a member of the Executive Committee of the Technology Council of Maryland Board of Directors and the Steering Committee of the Maryland Bioscience Alliance. He is a Trustee of the Committee for Economic Development and a member of its Research and Policy Committee, and is a Director of the Montgomery County Chamber of Commerce and the Committee for Montgomery. He is Chair of the Biotechnology Industry Organization (BIO) Committee on Outreach and Alliance Development and serves on various other BIO committees and taskforces. He is a member of the Greater Washington Board of Trade Technology Taskforce. Mr. Parrott previously has served as a Founding Trustee of the Foundation for Genetic Medicine, as Chairman of the Rx Partners health care reform coalition, and as a Director of the Wound Healing Foundation.

JOE HERNANDEZ : Panelist
Chief Executive Officer, Innovative Biosensors

Mr. Hernandez is the founder and CEO of Innovative Biosensors, a pioneering developer and manufacturer of rapid pathogen detection technologies. Mr. Hernandez obtained a Bachelor of Science degree in Neuroscience and graduate degrees in Molecular Genetics and Business Administration from The University of Florida. He has been published in several highly-respected scientific journals and presented at numerous scientific meetings.He has held senior level marketing, sales and business development positions at Digene Corporation, Affymetrix, Inc., and Merck. Mr. Hernandez has successfully launched numerous products in the pharmaceutical, research and diagnostic markets. He has in-depth knowledge of market research, competitive analysis and business development.

JOSEPH V. FERRARA : Panelist

Joseph V. Ferrara is Executive Vice President of Consulting at Boston Healthcare Associates. Mr. Ferrara has over eight years of experience in health care consulting, working with established and emerging biopharmaceutical, medical device, and diagnostics clients. Joe has extensive experience working with client companies in business development strategy, market opportunity assessment, and reimbursement planning. Mr. Ferrara received his graduate degree from Harvard University and holds an undergraduate degree from the University of Cincinnati.

EDMUND F. HAISLMAIER : Panelist
Visiting Research Fellow, The Heritage Foundation, Center for Health Policy Studies

Edmund F. Haislmaier is a nationally recognized expert in health care policy and markets. Since 1998, he has served as president of Strategic Policy Management, a Washington, D.C.-based public policy consulting firm.

Earlier (1994-1998), he served as the director of health care policy in the Corporate Strategic Planning and Policy division of Pfizer, Inc. Prior to that (1987-1994), he was the senior policy analyst for health care issues at The Heritage Foundation.

Mr. Haislmaier is the author of numerous papers on health care financing topics including; health care tax policy, employer-based and individual health insurance, Medicare, Medicaid, foreign health systems, long-term care and health care price controls.

He is also a member of the Board of Directors of the National Center for Public Policy Research, and co-founder and Vice President of Omnis Development Group, LLC, a business software firm. Haislmaier holds a B.A. in History from St. Mary's College of Maryland.

JANET P. RICHERT : Moderator
Managing Director, Office of Career Management, Robert H. Smith School of Business

Janet Richert is a senior executive with over 20 years of financial and line operating management experience in the Fortune 500 health care industry. Starting her career at Hoffmann-LaRoche, she held a number of key management positions before being named to the Operating Committee of the company’s spin-off, Laboratory Corporation of America (NYSE: LH) in 1998.

Ms. Richert specializes in the negotiation of innovative strategic business alliances with physicians, hospitals, managed care organizations, and government payers. She has also worked extensively with the Centers for Medicare and Medicaid Services, as well as with state and local regulatory agencies, to achieve fair reimbursement for high quality patient care.

Ms. Richert holds an M.B.A. in Finance and Operations Research from Columbia University Graduate School of Business and a B.S. in French and Applied Linguistics from Georgetown University.
