Keynote Speaker: Jim Mazarakis, CIO, T. Rowe Price

Jim Mazarakis is VP of T. Rowe Price Group, Inc. and serves as T. Rowe Price’s Chief Technology Officer. Before joining T. Rowe Price in 2005, Mazarakis was a VP at Capital One Financial in Richmond, VA. Prior to joining Capital One, he was a managing director at J.P. Morgan Asset Management Division for seven years and prior to that a vice president at Goldman Sach’s Equities Technology Division for twelve years. Before starting on his 25-year career, Mazarakis earned a MS Degree from Polytechnic University and a BS in Business from Rensselaer Polytechnic Institute. He is a member of the Investment Company Institute Technology Committee, a board member of Enterprise Engineering, Inc., a board member of Audubon Maryland/DC and a member of Leadership Maryland.

Featured Speaker: Charles Beard
CIO of SAIC

Charles BeardCharles E. Beard, Jr was named Chief Information Officer and Senior Vice President of Science Applications International Corporation (SAIC) on January 18,2008. Beard previously served as Director, Aerospace & Defense Consulting for the Oliver Wyman division of Marsh & McLennan where he provided strategic advisory services associated with corporate transactions and developing the information technology strategies to achieve corporate goals.

Beard began his career as a Space and Missile Operations Officer in the United States Air Force. After the fall of the Berlin Wall, Beard was recruited by KPMG to provide program management support to government high technology development efforts concerned with the post-cold war nuclear triad. He was quickly drawn to the broader restructuring occurring throughout the global Aerospace & Defense industry and transitioned into commercial advisory services. He was elected to the Partnership in 1987.

Following a restructuring at KPMG, Beard served as the Senior Vice President for Global Transportation and Industrial Markets at KPMG Consulting (later BearingPoint) where he led the company’s strategy and operations services for Fortune 500 transportation providers and discrete manufacturers – including aerospace and defense. His work there supported executive management teams in restructuring their organizations and operations, planning market development strategies, implementing global manufacturing and supply chains, managing risks on large development programs and aligning information systems with fast evolving business strategies. He has provided expert witness testimony in matters of systems litigation.

Beard has completed executive education at the Harvard Business School, earned a bachelor of science degree from Texas A&M University and a master’s in business administration from the University of Montana while stationed there. He was recognized as one of the “Top 25 Consultants” in 2004 by Consulting Magazine.

Featured Speaker: Jon Burns
Senior Vice President & Chief Information Officer, UMD Medical System

Jon Burns is Senior Vice President and Chief Information Officer for the University of Maryland Medical System (UMMS).  He is responsible for all information technology services and strategies across the eight hospital system. Burns has over 28 years experience in the health care industry in the not-for-profit provider sector.  Prior to joining UMMS in May of 2006, Burns was Senior Executive of Information Technology for the Cleveland Clinic Health System. Burns was also responsible for technology support to the Cleveland Clinic Lerner College of Medicine and a number of emerging technologies initiatives across the Cleveland Clinic Health System.  He served as the Chief Technology Officer of eCleveland Clinic, an INTERNET based care delivery model. Prior to joining Cleveland Clinic in 1998, he was Vice President and CIO for Forum Health, a four-hospital teaching organization based in Northeast Ohio. Burns has also served in a number of senior level financial and operational positions at University of North Carolina Hospitals (UNC Hospitals) Chapel Hill, NC, and the Geisinger Health System in Danville, Pennsylvania.  While at UNC, he was appointed as faculty associate at UNC's School of Public Health, Department of Health Policy and Administration.  Burns has published numerous articles and been engaged as a speaker for local, regional and national conferences.

Featured Speaker: John Chickering
CRM, CDIA and VP Fidelity Investments

John ChickeringJohn’s experience as a consultant, software vendor, end user and lecturer gives him a unique perspective on applying technology to manage information. He is a Vice President at Fidelity Investments, an international provider of financial services and investment resources that help individuals and institutions meet their financial objectives, where he is currently working with document management, archive, and records management solutions.

John has delivered solutions in the public sector and financial services industries and has served as CIO at two human resource services companies. A former licensed merchant marine engineering officer, John began his career in the engine rooms of merchant ships where the exposure to heat, pressure and noise (not to mention constant travel) would serve as excellent training for 20 + years of managing emerging technology. This experience led to work at American Management Systems, Inc., where he was a founding member of the firm's imaging practice. After nearly ten years, he moved on to spend two years at a workflow software vendor before joining Fidelity.

John holds an M.B.A. (Operations Research) from the University of Maryland and a B.S. (Marine Engineering) from the United States Merchant Marine Academy. He is also the author of articles in the trade press and in peer review journals as well as an occasional speaker at both industry conferences and continuing education seminars hosted in academia. John is a Certified Records Manager and holds the CDIA+ certification from CompTIA. In addition, he is a member of AIIM's Board of Directors and it's Emerging Technology Advisory Group. He is also an active volunteer with several community service organizations.

Peter Helten has over 20 years experience in healthcare and information technology. He joined Sage Software Healthcare, Inc. in 1998 and serves as the Director of Strategy and Planning responsible for long-term corporate strategy and product planning. Peter holds an Executive MBA and a BS in Information Technology from Friends University.

Panelist: Lygeia Ricciardi

Lygeia Ricciardi is a Special Advisor to the Health Privacy Project at the Center for Democracy and Technology (CDT). The Project is focused on developing and promoting public policies that ensure individual privacy as personal health information is shared electronically.

Through her consulting practice at Clear Voice Consulting, LLC, Ms. Ricciardi works on the development of ehealth policies, implementation, and public outreach, with an emphasis on the role of consumers. In addition to CDT, her other clients include the New York eHealth Collaborative (NYeC) and the Robert Wood Johnson-sponsored Project HealthDesign, for which she writes a blog on personal Health records (PHRs).  Former clients include the California HealthCare Foundation, the eHealth Initiative, and Harvard Business School.

Prior to forming Clear Voice Consulting in 2007, Lygeia spent six years at the Markle Foundation, where she was a Director of the Health Program and helped to develop the Connecting for Health Common Framework. She has spent the last decade working on issues related to ehealth, online learning, and technology policy in both the public and private sectors.

Ms Ricciardi graduated magna cum laude from Wellesley College, where she was elected to Phi Beta Kappa. She earned a Masters in Technology in Education from the Harvard Graduate School of Education, with extensive independent study and coursework at the MIT Media Lab.

Panelist: Joel Selzer
Co-Founder of Ozmosis

Joel SelzerAn innovator, entrepreneur and thought leader in social media, healthcare and information technology, Joel Selzer launched Ozmosis, Inc., in February 2007.  Dedicated to transforming healthcare, Ozmosis enables the sharing and discovery of medical knowledge powered through a trusted network of physicians.

Prior to starting Ozmosis with Jason Bhan, M.D., Joel co-founded and directed Medical Funding Services (MFS), a Rockville, MD technology and financial services company focused on healthcare payments.  At MFS, he turned a concept for an electronic payment solution and Web-based claims reconciliation platform into a fully functioning business featuring comprehensive payment processing, web operations and 35 full-time employees. 

Prior to running MFS, Joel received his MBA from the Darden School of Business at the University of Virginia, where he created the Batten Venture Boot Camp and was awarded the C. Stewart Sheppard Distinguished Service Award.  While at Darden, Joel led the Entrepreneurs Club through a period of dynamic growth and spent the summer as an associate for Reston, VA based Updata Partners, a leading technology focused venture capital firm. 

Before attending business school, Joel served as a manager and global subject matter expert in wireless technologies and e-business at IBM Global Services where he led complex e-business infrastructure projects and launched a new consulting group devoted to mobility solutions.  He began his career at American Management Systems in Fairfax, VA where he developed business intelligence and social network analysis systems for the U.S. Government.  Joel received his B.A. in International Relations from Georgetown University.

Panelist: David Silversmith

David Silversmith is currently a consultant for several Internet startups. Silversmith has over 20 years experience managing both technology and customer service for information businesses.  Silversmith spent 12 years leading the information technology direction for Carfax,  the leading provider of used vehicle information to both consumers and business subscribers.  In addition he managed the team providing customer service to all of Carfax’s consumer customers.  He spent 7 years at Nielson Claritas, a leading supplier of demographic information, establishing their technical support and training departments.  Outside of the information industry, Silversmith managed call centers supporting products such as Canon printers, one of the first PDA’s the Sony Magic Link and dial-up internet service.  Silversmith has a Master’s degree in Public Administration from the Maxwell School at Syracuse University and a BA degree from Union College in New York.  Silversmith has been extensively quoted in publications such as the Wall Street Journal and Inc. magazine on the subjects of customer self-service and web analytics.

Founder, Chairman and Sr. VP of Product & Strategy, buySAFE, Inc.

Steven WodaSteve fell victim to e-commerce fraud in 2000 when he purchased a PDA on eBay that never arrived. Recognizing the need for a better trust and safety model for online shoppers, Steve turned his frustration into inspiration by founding buySAFE, the world's leading e-commerce trust and safety company. He developed and refined the business plan and product prototypes for buySAFE while earning his MBA at the Wharton School, where the venture became a finalist in the School’s prestigious business plan competition.

As founder, chairman and senior vice president for product and strategy, Steve is responsible for leading its business intelligence, strategic planning, professional services, creative design, and product management teams. He is a recognized expert and regular public speaker on the subjects of e-commerce, Internet safety and information economics, and he was appointed to the Virginia Joint Commission on Science and Technology’s Cybercrimes Advisory Committee in 2006. Steve is also the inventor on two pending patent applications.

Prior to founding buySAFE, Steve was both a vice president of Assurance Capital Corporation and a director of the Financial Risk Solutions practice within the Rutherfoord Companies, one of the largest privately-held insurance brokerage firms in the United States. At USF&G Insurance, he managed a $1.5 billion portfolio of surety bond guarantees and built the business from $3 million to more than $12 million annual revenue in two years. Steve began his career at Travelers Property & Casualty, and also worked at PayMyBills.com, an online bill management service and idealab! company.

Ritu Agarwal is the Robert H. Smith Dean's Chair in Information Systems and founder and director of the Center for Health Information and Decision Systems (CHIDS) at the Robert H. Smith School of Business. She has published more than 75 papers on information technology in journals such as Information Systems Research, MIS Quarterly, Communications of the ACM, Journal of Management Information Systems, Decision Sciences, IEEE Transactions, and Decision Support Systems. Her research focuses on how the role and impacts of information technology healthcare practice and delivery, how organizations derive value from information technology through adoption, diffusion and creative use, and the design and structuring of IT activities to maximize business innovation. She received her PhD from Syracuse University.

G. "Anand" Anandalingam, Dean, Robert H. Smith School of Business Anand Anandalingam is the dean and Ralph J. Tyser Professor of Management Science at the Robert H. Smith School of Business, University of Maryland. His research focuses on telecommunication networks, and electronic markets' design, economics, industry analysis, strategy, and policy. He also works on global information systems strategy. Anandalingam has published more than 75 papers in refereed journals, and has guest-edited volumes on electronic markets for Management Science, and on hierarchical optimization for Annals of Operations Research. He is a senior member of the Institute of Electrical and Electronics Engineers, and INFORMS (Institute for Operations Research and the Management Science). Anandalingam serves on the editorial board of Telecommunications Systems, and Networks and Spatial Economics, and as the associate editor of Operations Research. His PhD in operations research is from Harvard University.

Joseph Bailey, PhD, Program Co-Chair

Joe Bailey is a research associate professor of decision and information technologies and the director of the Center for Electronic Markets and Enterprises (CEME) at the Robert H. Smith School of Business. His research and teaching interest span issues in telecommunications, economics, and public policy with an emphasis on the economics of the Internet, particularly technologies and market opportunities that promote the benefits of interoperability. He is currently studying issues related to the economics of electronic commerce and how the Internet changes competition and supply chain management. He earned his PhD from the Massachusetts Institute of Technology.

Asher Epstein
Managing Director, Dingman Center for Entrepreneurship 

Asher EpsteinAsher Epstein joined the Dingman Center full time during the summer of 2004. Prior to that Mr. Epstein held a variety of management and operational positions working with Fortune 500 companies and startups. He began his career working for American Management Systems, a billion dollar information technology consulting firm headquartered in Northern Virginia. Epstein was responsible for the implementation of a proprietary software application designed to manage delinquent customers for a variety of credit products ranging from home equity lines to telephone service. His clients included AT&T, the Bank of Montreal, Bezeq Ltd. and Chevy Chase Bank.

Following that, Epstein took a position as the Director of Business Operations for Exit1, a local e-commerce and web development startup. Epstein helped grow the company from 9 employees and $250,000 in revenue to 30 employees and almost $2 million in revenue in just over one year. Exit1's clients included AOL, eAgents and the Federal Government.

Mr. Epstein then teamed up with his father and brother to co-found SilentFrog. SilentFrog operated as an internet marketplace to facilitate hiring in the "microservices" market for local tasks ranging from lawn-mowing and babysitting to plumbing and car repair. He helped raise $550,000 for this venture and was featured in the Washington Post and on the local NBC affiliate. SilentFrog operated for over two years with close to 10,000 registered customers across the country.

Mr. Epstein has an undergraduate degree in English and History as well as a Certificate of Management Studies from the University of Rochester. Mr. Epstein received an MBA from the Robert H. Smith School of business.

Hank Lucas, PhD

Hank LucasProfessor Lucas is the Robert H. Smith Chair in Information Systems. His research interests include the impact of information technology on organizations, IT in organization design, electronic commerce, and the value of information technology. A prolific researcher, he has authored 11 books as well as monographs and more than 70 articles in professional periodicals on the impact of technology, information technology in organization design, the return on investments in technology, implementation of information technology, expert systems, decision-making for technology, and information technology and corporate strategy. His most recent books include Information Technology and the Productivity Paradox: Assessing the Value of Investing in IT (Oxford University Press, 1999) and The T-Form Organization: Using Technology to Design Organizations for the 21st Century (Jossey-Bass, 1996) and Strategies for E-Commerce and the Internet, (MIT Press. 2002).

He was the vice president of publications for the Association for Information Systems (AIS) from 1995-1998 and editor-in-chief of the AIS electronic journals, Communications of AIS and Journal of AIS from 1998-2002.
